C.E. Rhodes serves as Group Executive Vice President, General Counsel and Corporate Secretary for Cullen Frost Bankers/Inc. and Frost Bank. He leads the Legal and Real Estate departments.

Rhodes has more than 20 years of legal experience. In addition, he has served on the boards of the State Bar of Texas, the Texas Bar Foundation and the Jefferson Scholars Foundation. He holds a Juris Doctorate degree from Emory University School of Law and a Bachelor of Arts from the University of Virginia. Rhodes is licensed to practice in the State of Texas.
